Unfortunately for the personnel at Starbase 74, that includes their on-call, practically mothballed starship the USS Melbourne. And to make things worse, Riker turned down the captain's chair. But station commander Orfil Quinteros, AKA Evil Picard, thinks this might be his chance to make a power grab and take out the real Picard.
