A cargo ship lost power minutes after leaving the Port of Baltimore early Tuesday morning, hitting the Francis Scott Key Bridge . The ship’s crew issued a warning that it had lost power, giving officials a brief chance to stop cars and try to evacuate the span before it fell into the river.
