   • He is merciful even in judgment.
2. God restrains sin and protects the sinner
3. God allows the ungodly to prosper
   • The ungodly have children.
   • The ungodly are successful builders.
   • The ungodly enjoy pleasure and beauty.
   • The ungodly are "successful" in life.
   • The ungodly seemingly "prosper" as sinners.
4. God has a plan for the godly
   • The godly acknowledge the Lord.
   • The godly understand their need for the Lord.
   • The godly depend on the Lord.
